Police chief announces resignation

Waylon J. Bullard announced Friday he will resign as chief of the Del Rio Police Department in early December.
Bullard told the Del Rio News-Herald Friday afternoon he presented City Manager Frances Rodriguez with a memorandum stating his intentions Thursday.
The memo reads as follows:
“It is with sorrow that I inform you of my decision to resign my position as Chief of Police effective December 4, 2009.
“It has been a pleasure and privilege to be a member of the Del Rio Police Department and to serve the citizens. During this time, the police department has seen many changes: a new 9-1-1 dispatch center, a new records management and computer-aided dispatch system, a new police department facility that you will be moving into very shortly, a new policy manual soon to be recognized by the Texas Chiefs of Police Association, the crime rate is down, auto accidents are down and the city of Del Rio is a safe place to live and work.
“Again, I would like to say it has been an honor and privilege to work with and be a member of the Del Rio Police Department.”
Bullard, who retired as a captain from the Texas Department of Public Safety, has been Del Rio's police chief since January 2005.
Rodriguez, in a telephone interview late Friday afternoon, confirmed Bullard's resignation.
“He gave me his resignation yesterday, and it will be effective Dec. 4. I have already accepted it, and let him know that we appreciate all the work he has done for the city,” Rodriguez said.
The city manager said she will appoint an interim acting chief to the Del Rio Police Department once Bullard's resignation becomes effective. Rodriguez said that appointment then must be approved by the council.
